Sir Edward Grey to Mr. Wingfield,

Foreign Office, August 15, 1912. WITH reference to my despatch No. 42 of the 28th June last, in which Sir A. Hardinge was requested to urge the Portuguese Government to fix the maximum amount of opium that might be imported annually into Macao and to undertake to enforce the restriction, I shall be glad to learn whether Sir A. Hardinge's representa- tions have yet received a reply. If not, you should now press for one, adding that, as the matter is urgent, it may become necessary, if a satisfactory reply is long delayed, to consider the adoption of measures for restricting or prohibiting consignments of opium from India to Macao.
